Leslau, Sept 1944

Proclamation (Erlass) of the state of exception (Ausnahmezustand) from September 28, 1941, putting pressure on the population of Bohemia and Moravia.

HEYDRICH, who earned the nickname "the butcher of Prague" for his cruel actions, used the CARROT-and-STICK method (German: Zuckerbrot und Peitsche) to exercise both soft and hard power. By doing so, he played different population groups against each other. This poster is an example of the ruthless pressure to cooperate.
