Extremely clever wordplay. JO = Josef Stalin DE = Delano Roosevelt WIN = Winston Churchill

The Nazis repeatedly claimed that these three opponents represented Jewish interests. With their arrival, Jewish influence would at least increase.

The question mark behind the claim that JODEWIN is coming suggests that JODEWIN might not come, which was the Nazis' wish. It would only be a balloon and mean little.
